Safari Offline Reading List Bug

If I save web pages to the reading list in Safari on my iPhone I can follow the links on my iPad. So far so good. However if I then turn my iPad to flight mode the links say "not available for offline viewing".


This is the whole point of the reading list.


If I save the files to the reading list on my iPad they are available for offline viewing on my iPad and iphone.


If I reset the settings on my iPad and log of and in to iCloud it works again on my iPad but just for a few days and then I am back to square 1.


Using iPhone 6S+ and iPad Pro all running 9.3.5


Reported to Apple about 10 times!!


Anybody else with this issue and more importantly is there a fix?

MacBook, OS X Yosemite (10.10.3)

Hi. Are you referring to the links in the Safari reading list, or links in the saved pages? If it's links in the saved pages, I believe you need to save each linked page separately, as described here https://help.apple.com/ipad/9/#/iPad3b3c7222.

Oh, I see. You're having trouble transferring the saved pages from your phone to the iPad. This involves a lot more players, doesn't it?
